I have a feeling that this all is somewhat related to my photos. The Photos app keeps doing something in the background when I open it, despite the fact, that it already scanned all of my photos, and uploaded back all of them into iCloud. Also, the Photos app can be extremely slow - after selecting someone in the People album, it can be seconds to actually get into that folder.

So I was going crazy when this was happening to me and decided to live chat with apple. After two hours the one representative asked me if I tried to press the "update all" button instead of just update on a single app. I never did before he said to and I tried and it literally fixed everything. All of my apps updated and I was finally able to download new ones!
